Answer is : non - luminous bodies which don't twinkle

Stars are luminous in terms of radiating light energy from their own source. 
Planets are luminous in terms of radiating light energy from another source. 
The key here in describing "luminous" is that stars are "radiant luminosity" while planets and other objects are "reflective luminosity."
